The current offer allows private "publishing" (so only you get to see the book) to get the book proof. You must be a validated winner and complete their offer by 1/31/2016. It's not a lot of time for editing, but a free book proof makes for a nice souvenir (and you can at least read through and mark-up that draft in preparation for your edited version).
Fast Pencil also offers a discount on their publishing package, but you don't need to take advantage of that offer to get the free book.
Looks like Fast Pencil has stepped up to provide a free book proof for all NaNoWriMo winners this year, a $9.99 value. You do have to pay for shipping and handling.

Just managed to do my book (at the last minute, eh?):Re: FastPencil is Publishing Simplified.
So those who have something almost ready, it will cost about $9.99-$11 something for shipping after the free winners coupon.
You can compare costs for doing something similar at createspace:
A 174 page 6x9 black and white book would cost $2.93 with $3.59 shipping for a total of $6.52 (for comparison)
